Activating Used Phone

I'm thinking about buying a used 1st generation iphone because I am not eligible for an upgrade until December. I'm currently with ATT and I was wondering once I get the phone and activate it on itunes will I be required to purchase the unlimited data plan? I wanted to just use the wifi with no data plan but I heard I might be forced to get the unlimited data plan when activating the phone?
