Activation iPhone without Sim Card

Hi, I have an iPhone 4S and it has a broken Sim Card, Not Stuck but actually Non - Functional so it does not work, when I try to go threw the activation it says to Insert a Sim Card but the Slot does not work, how would I get threw the Activation, If it is possible at all? Thank you, it is running iOS 7.1.2 if that helps.

Nope, nothing will work and cannot be bypassed by any jb tools or hacks.
The phone needs to read a sim.

It is not the phone that is activated. It is the SIM card. NO sim card, No activation.

I also think that first of all you have to try some working sim cards to check if there is problem in device or problem in your sim, if the sim problem so you have to change or replace your sim card, and if there is a device problem so i think you have to contact apple care.
