Activation Issue? Seems to work but has no effect?

I've been trying to activate the phone I just got so I can unlock it.

I tired iBrickr, AppTapp, and few other methods online. I get the same result. Everything seems to work perfectly, but after restarting the iPhone, it still displays "Activate iPhone, connect to iTunes" as if nothing has happened.

Am I missing something? HELP~
