My iPhone 4 was giving me problems so I entered DFU mode and restored it. It's at the screen where I have to plug it in to iTunes to activate it. When I do, iTunes says the phone is locked with a pass code and I need to enter it to continue. This is a clean restore so it shouldn't have a pass code set. It doesn't even give me the option to enter one.

Any ideas?

Is your SIM-card pin locked?
if so remove SIM and try again.

If not try clean restore again
