If you did a restore through iTunes then either you can activate through iTunes or wifi. But it's different than att or verizon activation you will not be charged if that is what you are referring to.

another question, can an at&t iphone be activated using an at&t sim card if i am outside the US?

And is it fine to jailbreak if im using the gevey ultra S to unlock?
