Active Internet Connection Needed for Restore?

Is an active internet connection needed for restore of an Iphone 3G? I know it was on the first gen.

Put another way if someone downloaded the firmware, dropped it on a laptop via a flash drive that wasn't connected to the internet and did a restore would they be stuck until they could obtain an internet connection because the phone couldn't communicate with apple via the internet?
