During last period I was monitoring my "Transfer File Speed" and I used Activity Monitor - Network Tab to view my network statistics etc...
I found that Activity Monitor (Mojave, Catalina) doubles the "Data sent/sec" numbers and it also adds a few MB/sec on top of that!

Please can you also try to copy a file over network and look at Data sent? Or can you try to do a speed test over internet and look at the Data sent/sec number?
For example during my Internet Speed Test I had 20Mbits/sec of Upload (https://www.speedtest.net/ and this value is correct ) but Activity Monitor showed 5-7MBytes/sec (so It was equal to 40-56Mbits/sec)...

Please can you check your Activity Monitor Network Tab? I would submit a bug to Apple.

My MBP is connected through WiFi 802.11AC (1300Mbs Rate).

P.S. I see also that “netstat -bI” command shows the same bug in output packets/bytes counter...
