Activity sharing - not working?

hi guys, I have an Apple Watch series 1, my brother has series 0. I've tried activity sharing with him. Firstly it didn't even accept for months. But now he can accept but it shows his activity as just nothing. Not even zero, just plain bars. I tried removing him and adding him but it didn't work.
any ideas?
