I know it is their own proprietary programs that they use but does anyone know anything even remotely similar that allows someone to schedule appointments similar to the Genius Bar scheduling?

There should be some appointment scheduling programs at MacUpdate.com.
Note that ten years ago, an appointment scheduling program used to be a typical assignment/project for computer science college freshmen.
I'm guessing that in 2013, this is now a high-school level project and that college students are expected of more sophisticated projects.

The tool you're referring to is Concierge. Like you said it's definitely proprietary to Apple.
I haven't used it but I recall a client talking about how it was quite similar to Apple's Concierge software. http://www.scheduly.com/home.aspx
