I got unlocked iphone 3g running 3.1.3 which I have bought used. I am curious to know my actual mah level when full charged (or battery health). Is there an app for that? I didn't find anything in the app store, cydia maybe? Also I am looking for a patch to show my actual battery percentage( as in real %, not where it still shows 100% after an hour of use, then starts dropping.)

You need to realize that there is no sensor which can detect remaining mAh in a battery. All that can be done is check the voltage being put out by the battery, which roughly correlates to the remaining charge. The phone uses sophisticated algorithms to calculate remaining usage based on past usage trends and current drain. It's not overly accurate, and certainly isn't accurate enough to base a reading in mAh -- I doubt the percentage is accurate closer than to about 10 percentage points.
