iPod touch Actual storage capacity in the 16GB or 32GB models?

I'm curious as to how much usable space there is in the 16GB or 32GB iPod Touch 5G models. Should I estimate about 13GB/29GB?

My 32GB Touch had 28GB usable when I bought it.

I think the 16gb was 12gb for me, but that was on iOS 7 so maybe it's slightly different with iOS 8.
