Has anybody successfully connected an HDTV outboard tuner with DVI output to an Apple 23" HD Cinema Display using a DVI/ADC adapter and viewed high definition material?

What products aren't you aware of? Certainly you are aware of the Apple 23" LCD HD Cinema Display... And I would think you have heard of the ubiquitous DVI to ADC adapter.. And every consumer electronics store in the world carries HDTV set top boxes with DVI output.. or have you been hiding in one of Bin Laden's caves?

I wasn't aware of the DVI output from the HDTV boxes. It sounds like you have an intriguing idea, and it might work. Give it a try and tell us how it works (if you are willing to fork up the money just to try if it works).
