I'm thinking about getting the student ADC plan, except if I purchase it from the local store, it's 180SGD, whereas in the US store it's 99USD. The exchange rate is currently 1.41 thereabouts (bank rates), hence it's cheaper to purchase from the US store. Will I still be able to use the discount in a Singapore store though?

Yes, it is Global.

It is global, but you have to purchase it in the country where you live because you go through their online store. At least, that is what I was told in the Tokyo office. Anyway, with the money you will save, I think it is not a big difference on the cost of membership vs. the discount on the MP from the hardware discount. Check out the statement though...4-6 week wait for shipping. http://developer.apple.com/membership/pdf/hpp_terms.pdf
I live in Tokyo and the Yen/Dollar exchange rate is crazy right now. It's painful to think about using my US credit card 'cause I lose $500 on the exchange rate for the MP.
