I would like to purchase this since i want to get into mac programming but is there a perfect time to buy this?

i would like to apply for the ADC student developer scholarship so i can go to the WWDC convention next year.
 
There is not a "perfect time" unless your confident the next OS release will be within 12 months of your purchasing it.
