Add Artwork Outside of iTunes?

I was wondering if anyone knew of a tag editing program or something that allows you to add artwork to an mp3 without using iTunes.

Clutter for Macs, Tag & Rename on Windows.

I can only seem to get Clutter to find mp3s that are in iTunes. I want to edit the tags (adding artwork to the tag) of mp3s tha are not in iTunes. Perhaps I'm just not finding the proper feature in Clutter...
