Add subfolder to email account

I have a ipad 2 and I'm trying to add a subfolder in my mail account. I have done the following, went to mailboxes, clicked on inbox (where I want to add the folder) and edit, the following is the only options that appear " mark,delete and move" No option to add subfolder. I have a pop account, what am I doing wrong? Thanks

You need to be in the lower "Accounts" section, and not the upper "Inboxes" section when you select the mail account. Then the Edit button lets you create a new folder.

I just added a new folder called "PICS". First step in the lower portion of the screen - Accounts:



You can see the "PICS" folder below, amongst others I had previously created:
