Adding a 3rd Iphone to an AT&T Account and iTunes

Make a long story short, I will be adding a third line to my family talk plan for my stepfather, as he wants an iPhone 4S. My question is when adding the third line, can he have his own iTunes account or do I have to activate the new phone through my iTunes account?
