I think this is the right area for this question...

How does one go about doing this, preferably in an easily viewable way that will be consistent everywhere (such as a separate column). I've found comments and tags, but for some reason some items (like Apple apps) won't let me write anything there.
 
What OS version are you running?

My El Capitan install allows comments in Get Info for Apple apps. Don't know if it's because of User Account type being admin or some other security setting.

I use a regular account on my computer and can still add comments, so that shouldn't affect this.

As far as what you're asking for OP, I don't think there's a way to do that. Might want to look into 3rd party options. I know there are some Finder replacements that people swear by, I bet there's one that suits your needs as well!
