adding a family plan when pre ordering tonight

I have a 3gs that is eligible for an upgrade. I want to pre-order the 4s and add a family plan tonight. I was told by ATT that I should add the family plan first and then order the 4s which will be available for the upgrade price.
Does this sound right, or should I just order it as an upgrade on the present phone and then take both into my ATT store to straighten it out?
