Adding iPhone to family plan?

Hi everyone. I would like to know if you can add an iPhone to a family plan on AT&T. I know that you can use the iPhone with gophone sim, but would u be able to use an iPhone 3gs on 3.1.3 with a regular AT&T orange sim card without AT&T finding out and charging me for data.
