Adding JPEGS to Pages Headers/Footers

I'm trying to set up a letterhead, using association logos (4) on the footer, and (2) on the header. I can get 1 in the spots, but have not figured out how to add multiple. Any thoughts?

I'm very skilled at Word and brand new to Pages.
