macOS Adding Modified file to installer "Payload~"

I'm not a mac user, but I am a programmer. I had to modify a MAC Driver for a customer's printer, and was able to completely extract all the information from the PKG and changed what was required for them. However I'm running into an issue adding the modified PPD back into the installer's "Payload~" file. Is there a tool/method that can do this on Windows, or would I have to setup a MAC VM to achieve this? Any help is greatly appreciated as this customer has been waiting quite some time, and cannot use their hardware until this is done.
