its been well documented in other threads that adding a line is a clever way to get the new iPhone if your current line is not upgrade eligible. i wont repeat all of the steps but i do need a recommendation for a reasonably priced dumb phone for at&t network that can handle voice and data on a wifi network. Looking in the $20 to $50 range for a used model on ebay. i am also receptive to a low end used smartphone if the price in within range

Big Box stores sell prepaid phones for $9.95. That's all you need.
 
This is only effective if you plan on upgrading every single year
