iPod touch Adding Pictures to Ipod Touch from windows

I am getting my brother an ipod touch for his birthday, but he is a windows user. Isthere anyway to load pictures on the ipod touch, so that it has events or folders for the pictures.

not really sure how syncing photos works for windows, so any suggestions are appreciated.
