Adobe Acrobat: Setting form permissions??

I made a form from a scanned form at my business.

When I open it in preview i can edit and save it. But in windows it wont let me. it will only let me print. and 99% of my customers and sales reps will have windows.

what am i missing?

Maybe i saved it in the incorrect format?
