I am using Adobe Animate to produce simple 2D build-up animations. There are two artworks with identical content, at different sizes. One is a 1080p portrait, the other is an odd-sized landscape (1680x675px). The finished file formats need to be .mov files with H.264 compression. The issue is that I am using the exact same output settings for both, but the 1080p is nice and clear, the other one is hideously blurred. I have tried using the built in "Quicktime/Default (Animate)" settings and also various H.264 options using Media Encoder, but the results are the same every single time. I'm at a loss...
 
With animation it's generally considered preferable to export an image sequence and then import that sequence in a video editor, add the sound track, and export the final video from there.

Try exporting a PNG image sequence instead.
 
what about scaling the landscape image to 1080p BEFORE import? What type of image is it - photo, text, limited colours ? Also »Quicktime« is the container - check the export settings in relation to scaling, codec, and compression.
 
Two more things to check:

- does your stage resolution match the output resolution?
- did you change the render size in the Export Video/Media window? (the render size should match the required output resolution)
