Adobe Camera Raw 12.3 broken on Mac OS10.3- High Sierra

Adobe Creative Cloud updated my Adobe Camera Raw to version 12.3 - and it fails to work on my 2012 Mac Pro running High Sierra 10.13.6 ---

I got a link to Adobe Camera Raw version 11 from the Adobe help site - and now I can use Camera Raw again.
