So when I go to file>export>media is does nothing. the file bar is highlighted and still does not respond. Then when i click in CS4 it crashes.

I even tried to have the adobe media encoder CS4 open and running to make it easier for Premier pro. Yet still nothing. Any suggestions how to fix this or how to export my movie?

Yeah move to Final Cut
 
Update your CS4 production bundle. I use Adobe Production Premium Cs4 without hassle all the time. Final Cut Pro Studio 2 is good too, but it doesn't support 64 bit operation - only 32 bit as of now. This too will change in the fall when Snow Leopard arrives.
