I'm wanting to resize (downsize) a partition on my HD, while enlarging the OS X partition. I know you can resize partitions in Disk Utility, but it's limited in the scope of shrinking another partition to make room for an existing partition, if that makes any sense.

Are there any free partitioning tools out there I can use?

I'm not aware of any free tools to do this. It sounds like you want to shrink the bottom partition in Disk Util then expand the top one. Disk Util cannot do that. You will need to move the data off the bottom one then remove it. Then you can expand the top one. Then add a new smaller one back to the bottom and copy the data back.
