afp:admin31GetsSp not working but afp:fullServerMode does

I am trying to let admin users see volumes instead of share points on Lion Server, as documented in various places around the web I run "sudo serveradmin settings afp:admin31GetsSp = no" and then stop and start AFP

However the admin users still can't see the volumes

But if I run

"sudo serveradmin settings afp:fullServerMode = no"

and restart AFP they do.

Does anyone know if this could cause any problems and if so why isn't admin31GetsSp working?
