If I activate the 4S and the SIM becomes useless in my 3GS, can I still access my old text messages, games, contacts, etc?
 
No, that stuff is stored on the phone.

Contacts and apps will sync from iTunes.

Yeah I know I can transfer all my contacts and apps to the 4S. But if I decide to set up my iPhone 4S as a fresh install and set it up, afterwards does that mean that all my old texts won't be accessible from my 3GS because the SIM is wiped?

Yes, all your old texts remain on the 3GS. They don't transfer.

They will be accessible on your 3GS, but you have to use your 3GS. If you restore as a new phone, nothing will be transferred over to your new iPhone. The 3GS, however, will remain as was prior to that. It will become essentially an iPod touch. It can't make calls, but functions normally as an iPod would.
