After clean installing Mojave, "Arrange by" & "Keep arranged by" are missing

I only see Sort by and Clean up. "Arrange by" is not here, but it was here before the clean install. Holding down the Option key doesn't make it appear. View options shows no Arrange by option, either. How can I get it back?

I think you are mistaken. "Arrange by" is not on my Mojave installation.

"Arrange" and "Sort" are synonymous in my world. How do you think they differ?

Seems like there used to be an Arrange By option. Maybe it was changed to Sort.

So, turns out that on my High Sierra machine, if I change to List View (from Icon View) DOES show me Arrange By—although I was trying to do this on the Desktop which obviously isn't in List View. But Mojave does NOT seem to have this same feature. So you two are likely right.

At any rate, I had clicked "Sort By" a few times and new items didn't seem to be automatically jumping into place. But maybe I had only clicked Clean Up By, which I understand is temporary.
