After iPadOS 14.7.1 upgrade location is not working anymore

Hi, my iPad Wi-Fi 7th gen upgraded to 14.7.1 and location is not working anymore.
I tried all published solutions up to reset location, networking and all parameters. Apple support suggests to erase reset and restore but I do not see the point of it. Additionally timezone is always spinning. Any idea?
