After Reboot, iPad Pro is missing all Apple apps

Without the option to turn off Find My iPhone, how can I do an iTunes restore? It keeps giving me an error.

What lead up to this (no apps... )?
Were you on first boot after updating to the 11 beta, when your apps did not show on screen?

If you plug in to iTunes, do your installed apps (including the Apple apps) appear in iTunes?

I've been using iOS 11 for a day or so already. I remember the iPad freezing up, so I did a reboot, but this time when it came back on, most of my apps were missing (defaults and third party).
