I restored a backup to my iMac and it's working fine.

However, some of the shortcut icons I have in my Desktop Icons folder are white and dog-eared, not the regular icon as in the Applications folder. Yet, some of the other icons have the expected graphic. No real pattern that I can see.

Double clicking any of the blank icons works fine, but I can't get the actual application icon to reappear.

Any suggestions?

I've never seen anything like it. Sounds like the best way to correct the problem may be to just trash and replace the corrupted shortcuts. Sorry. I can't think of anything else. Maybe someone else can chime in with more useful information.
 
Clearing the icon cache should fix this problem. You can do that by trashing this folder:

/Library/Caches/com.apple.iconservices.store
