I have looked in the system settings dock section and all the boxes are checked for it to work as it should.

edit - this seems to JUST plague Google Chrome, however when chrome is opened form the dock, I cannot get the browser to display windows.

Clicking on it opens the app, but then i need to use FILE->NEW TAB to get a window

If i minimize this window, it goes to the dock, the app is running but I cannot get it to maximize by clicking it again.

First I thought this was every app, now it is apparent it is just chrome.

I am not familiar with resetting an app in macos, is this possible or do I need to try a fresh install of chrome?

This did NOT happen in catalina.
 
I would recommend seeing if there is an updates for Chrome


Also try right clicking on the Chrome icon in the dock and selecting "Close" and then reopen it.
 
Can you launch chrome without it's extensions ?

I had similar problem while on Big Sur on last beta. I went back to Catalina. Also Edge.
