Aiport Express with a Static IP

I have an airport express that has worked great for as long as I had it. I recently moved to an apartment building that offers free high speed internet. Each apartment gets a static IP Address. For some reason the APE has works fine on my iBook, but none of my Windows machine can get an iP Address from it. I do not have it set to distribute IP addresses, because when i do the ibook will not got online.
