I have been testing airdrop between my iphone 5 and ipad 4 iOS 7 GM and the devices don't show up unless i have the screen on to receive the file. If I want to send a file from my ipad to iphone my iPhone screen has to be on or the ipad will not find the device and vice versa. Is this the way it is designed?

Airdrop does not work in the background?

Yeah. AirDrop is designed for two people with separate devices actively 'handshaking' and agreeing to exchange files -- so people can't drop porn onto your device when you're not actively making a point of acquiring it.
Dang. Was thinking about how much fun I could have on the SF Bart/Muni. There are enough people playing candy crush so lets hope they have airdrop on to accept form anyone once iOS 7 is out. Kidding.
