I'm on a family plan with 3 iPhone 12's. AirDrop was working fine on all three, but recently one of them stopped being able to send anything to one of the other two. Here's how they work:

iPhone A: Can only receive from B, can send to and receive from C.
iPhone B: Can send to and receive from A and C.
iPhone C: Can send to and receive from A and B.

So something is causing iPhone A not to be able to send anything to iPhone B. I've removed and readded contacts, reset network settings, checked to make sure they're not blocked in contact info, restarted them, rejoined WiFi network, turned off WiFi hotspot, have the latest iOS (reset the phones and reinstalled everything from backup), phones are within close distance of each other, turned bluetooth on, AirDrop set to Contacts Only (also tried Everyone setting), each phone has its own iCloud account. Each phone has its own name in "About". iPhone A's iCloud is shared with an iPad.

FindMy also works in a weird way. iPhone B shares locations with A and C. Whenever B is restarted, it disappears from A. Under Settings, B isn't shown under Friends list.
