I haven't been able to find the answer to this anywhere...

If you have a 2019 TV (like an LG C9) that has received the Airplay 2 update, does it allow you to output the audio signal whether that be from build in native apps or an input like Cable/Satellite to the Homepods?

The lack of info on this would suggest no, but if you can send a source from your phone -> TV + Homepod, you would think it would be possible for the TV to process and output any audio source.

My stereo homepods sound great via Apple TV, "hoping" this would work with the 2019 Airplay 2 TV's was a big reason I waited for the new TV's.
 
As far as I'm aware Airplay 2 equipped TV's will only work as receivers of content and not as sources so you won't be able to Airplay from the TV to the homepods.
 
That's too bad, you would think this would be technically possible and it would open up a whole new range of air play 2 speakers that don't connect via wires or bluetooth
