There is no current IOS 4.2 for the public. Only the devs ( developers ) have access to the firmware. You are unable to get the new features on Cydia simply because they are not released yet. Apple will hopefully release this in a couple of days. If you would like to be a developer you will have to have access to a Mac and pay a fee every year.
