Airplay is shown everywhere now?

iOS 10 has confused me since I do not know if AirPlay is always on or not. Previously the Airplay didn't show up everywhere like it does now.

Which is technically weird because in iOS 9 you never really knew that it was on, you just had to wait until it popped up.

So what changed?
