Airpods Pro 2 stolen and shows it is offline but I can still track them

Can someone please explain how 'find my' works in this situation?

I got my airpods pro 2 stolen. My guess is that the thief did a reset and connected it to his phone.
However, I can still precisely track his location.

Can I track his location forever as long as I don't remove the device from my icloud no matter how many times he resets the device?
Would 'Play Sound' feature work in this case? I've given up on trying to find it but I have been providing the location to the police and in the meantime I want to annoy them by playing the sound if possible.
 
I would also like to know this as I left my AirPods Pro at the gym and someone took them. I marked them as lost but they are still being tracked. I would have thought the person who found them would have paired them with their own iPhone and they'd stop being tracked. I hope I marked them lost in time for them to be useless. I didn't bother with the police as they weren't really stolen so I just bought new ones from Amazon as they were on sale.
