Can I assume that AirPort Express Base Station is basically a mini wireless router less the ability to connect to computers using wired connection?
 
No, it can also connect via ethernet if it's joined to and extends an existing wireless network.
I see, but it can also act as just a wireless router right?

Basically I just got to use a ethernet wire, 1 end from modem and the other end to the Airport express and it will be a wireless router?
