My iPod Touch, iPad and MacBook have lost the Airport Express located only feet away. All software is up to date, and when I go to Airport Utility it tells me the connection (through a Time Capsule) is good, so the problem is obviously with the Airport Express itself. I have turned it on/off, reset it, and reset it while turning on/off. This has happened before, and eventually it somehow reconnected itself, but not this time. What to do next?

So you have tried to reset it with the paper clip in the reset port while plugging into power. What generation Express is it?

Does it show in AirPort Utility as "Other Base Station" in the top left?
