Airport Express Question

Question: can I use Airport Express to enhance the signal of a wireless PC hub that isn't mine?

If you haven't guessed already, I'm talking about my neighbors who have a non-password protected wireless network. I understand the questionable morality of this (is it illegal?).

I don't think you can do this without also reconfiguring their hub. I would guess (and hope) that you'll have a harder time justifying that action, since it'd be actively stealing rather than passively stealing.
