Airport Express Slow speed

I have just set up the airport express onboard the ship i work on. The interent is particularly slow anyway on here but with the airport express its is basically unusable. My colleague has the older plug in version and his works fine. the green light is on and using airport utility app is sates its working properly but the internet light is amber. i get a wifi signal on my ipad, its does seem to be connected as it does get some notifications just wont load safari or any apps.
Are there any settings i need to change to speed it up?
