Airport express speed issue

I just updated my cable internet to a 60/5 plan, however the airport express (2nd generation) doesn't seem to like it and now putting out slower speed then before my upgrade. If I switch the wifi to the one that is built in to the cable modem ( Motorola SBG6580) I get 65 down and about 6 up on all my iOS devices. Using the airport, I can only get about 40 down whereas before I updated my cable speed, i was getting 45 down. Its the same cable modem all along, same router and same iOS devices, not sure why the airport express will not put out the higher speed, I believe it is N300 router. Tried both 5ghz and 2.4 ghz band, same results. I don't think it is iOS 8.1 software issue as the iPad I use still has 7.1.2 on it.
