Sounds complicated, but it's pretty simple 
Our Apple Remote died, so we can't set up our Apple TV in our new apartment. We also don't have access to the wireless router that connects to the internet.

-Connect ATV to Airport Express via Ethernet
-Join the Airport Express WiFi with my iPhone
-Start controlling the Airport Express with my phone
Unfortunately, the ATV doesn't show up in my remote app. What am I doing wrong?
