I'm trying to solve a problem with a DSL AT&T 2Wire Modem/Router and an Airport Express. I have the AE connected to the 2Wire through netgear devices that transmit a static IP through electrical current.

There seems to be some conflict between these two access points. If I reset the 2Wire, I can connect to the AE through WiFi. I can also connect through the 2Wire, but the moment I go back to the AE access point after 2Wire, I can't get on. Does this have something to do with double NAT?

After further research, it looks like the problem is that there are two networks with one IP address causing a conflict.

I found more about this on Apple's AE FAQ page here: http://support.apple.com/kb/ht1515
There it says that you can not use AE to wirelessly extend WiFi on a Third-Party access point. Not without another Apple device to extend off of. It does say however that the AE can work in Bridge mode on a wired network to provide connectivity to wireless devices.

It sounds like since the AE is wired into the network that I can use the AE in Bridge mode to provide wireless connection to clients at that access point. We'll see how it goes when I'm able to test this tomorrow.

Update: The AE in Bridge mode works in theory, but the weak link was the netgear switches over alternating current. When I plugged the AE directly to the 2Wire there was no problem. But I didn't have that luxury because there wasn't an ethernet cable that was run to that access point. In the end, I put the 2Wire in bridge, picked up an Airport Extreme and wirelessly extended the network with an Airport Express.

Now everything is running smooth over a single network! Problem solved.
